Strategic Role

The strategic housing role of local authorities involves assessing needs, determining local priorities and planning how the need for good quality affordable housing can be met. 

Local authorities work across all tenures and with a wide range of partners to ensure that within their area there is:

  • a sustainable owner occupied sector
  • a thriving, well managed, good quality private rented sector
  • good quality social housing, managed efficiently and effectively

Local authorities also have a number of other strategies in place to provide a framework for their housing activities. These will include the Homelessness Strategy, the Black & Minority Ethnic Community and the Supporting People Operational Plan. These strategies will in turn sit within the wider strategic framework created by the Local Development Plan and the Community Strategy.

Step by Step Guide - Getting started with your local housing market assessment guidance

Provides local authorities with a practical methodology to undertake a Local Housing Market Assessment.

This guidance supplements the Welsh Government 2006 Local Housing Market Assessment guide. It sets out a quantitative approach to calculating housing need and an assessment of the local housing market, which can be used consistently across local authorities. It aims to help local authorities to undertake their own assessment of the housing market and to provide a starting point on which to build a more sophisticated understanding of their local housing markets.

This guide uses the bath water analogy developed by Glen Bramley to assist understanding by non professionals. It contains live links to data sets and secondary data sources. The appendix also provides an overview of available and useful secondary data sources.
